A true umbrella policy does two things: it provides additional limits above the primary policies, and it may cover claims the primary policies exclude — subject to a self-insured retention the association pays out of pocket. An excess policy follows the exact terms of the underlying policy and adds nothing but more dollars. The distinction matters when a claim falls outside the primary GL's coverage but within the umbrella's broader terms.
