On public roads, the municipality plows and salts. On private roads, the association handles snow removal, ice treatment, and drainage — and carries the liability for slip-and-falls and vehicle accidents on untreated surfaces. Snow removal contractors should carry their own GL and workers' comp with the association as additional insured. The association should maintain documented treatment schedules showing when roads and sidewalks were plowed, salted, and inspected after each weather event.
